Can I update my own menu and prices?

Yes, and you should be able to. If changing a price means emailing an agency and waiting, the menu will drift out of date, which is worse than a plain menu that is correct.

Do I need a website if I have Instagram and a Google listing?

The listing does a lot of the work, and for some restaurants it does most of it. But you do not own either one, neither ranks for dish-level searches, and neither takes a booking without a detour. The site is the part you control.
