What this is not
It measures Google Maps, which is not the same surface as the 3-pack on a normal search page. Maps leans harder on proximity, so treat top-3 here as a proxy for the pack rather than the same thing.
It is a de-personalised simulation of a searcher standing at a coordinate, not a guarantee of what any one person sees on their own phone.
Anything outside the top 20 reads as not found, because mobile Maps only returns 20 results. That is the honest ceiling, and we would rather say so than pad the number.
